§ 15-21. Driving at erratic, irregular, changing speeds.

No person shall drive a vehicle in the city on a public street, parking lot or other public property at erratic, irregular or changing speeds so as to create a hazard to himself or other persons or property or so as to interfere with other traffic in the area.
