§ 15-73. Licensing of bicycles.

  • (a)

    Purpose. The purpose of bicycle licensing is to register all bicycles having access to and use of public streets, alleys, sidewalks, paths, or other grounds; to facilitate the identification and location of bicycles reported stolen or missing; and to assist the department of public safety in its efforts to prevent bicycle theft.

    (b)

    Parental responsibility. No parent or guardian shall allow his or her minor child to violate the licensing provisions of this section. If any minor is found riding a bicycle in violation of the licensing provisions herein, it shall be prima facie evidence that his or her parent(s) or legal guardian(s) have permitted same.

    (c)

    License required. No person residing in the city shall ride a bicycle on any street, sidewalk, public path or lane set aside unless such bicycle has current state registration and has a license sticker attached securely to the bicycle. However, no person charged with violating this section shall be convicted if he or she produces in court or to the department of public safety satisfactory proof that the bicycle has been licensed within seven (7) days of charge.

    (d)

    Application. Application for a bicycle license shall be made in accordance with the provisions of Minnesota Chapter 168C incorporated herein by reference.
