§ 28-68. Responsibility of owners of rental properties.

(a)

Where buildings served by the municipal water system are occupied by tenants, the owners of such buildings shall be responsible for the water charges even though such water charges may be paid by the tenant.

(b)

Where one or more meters are connected with the same service for the accommodation of the tenants of the buildings described in subsection (a) of this section, the owner shall be liable for the payment of all the water charges. Failure on the part of the owner or tenant to pay such water charges shall be sufficient cause for withholding water services until such account is paid.
