§ 28-168. Formula for computation of annual charges—Generally.

  • As an equitable share of the expenses incurred by the city in the construction, operation, maintenance and replacement of the sewerage works, each user of the city sewerage works will pay to the city an annual sum equal to the amount computed by the application of the following formula:

    A = C + (f)(F) + (b)(B) + (ss)(S) + (nh3)(NH3) + (tp)(TP)

    Where A = Charge to user, with units of dollars per year
    C = Average city per connection cost for treating clear water (infiltration and/or inflow)
    f = Average city unit cost of wastewater collection and treatment, with units of dollars per 100 cubic feet
    F = Volume of wastewater from user with units of 100 cubic feet per year
    b = Average city unit cost of wastewater treatment chargeable to BOD, with units of dollars per pound of BOD
    B = Weight of BOD contributed by user, with units of pounds BOD per year
    ss = Average city unit cost of wastewater treatment chargeable to suspended solids, with units of dollars per pound of suspended solids
    S = Weight of suspended solids contributed by user, with units of dollars per suspended solids of pounds per year
    nh3 = Average city unit cost of wastewater treatment chargeable to ammonia nitrogen with units of dollars per pound of ammonia nitrogen.
    NH3 = Weight of ammonia nitrogen contributed by user, with units of pounds of ammonia nitrogen per year
    tp = Average city unit cost of wastewater treatment chargeable to total phosphorus with units of dollars per pound of total phosphorus.
    TP = Weight of total phosphorus contributed by user, with units of pounds of total phosphorus per year
