§ 6-21. Complaint by neighbor of location or condition of site where animal is kept—Proceedings before animal control authority; notices of hearing; hearing; etc.

  • In the event a neighbor protests the location or condition of the site where an animal is regularly or frequently kept on the premises of the person owning or harboring the animal, either in a pen or on a chain or leash, the neighbor may call the matter to the attention of the animal control authority and request a hearing. The animal control authority shall then arrange for an informal hearing at the city hall, shall place a written notice of the time, place and purpose of the meeting on the police department bulletin board, and shall notify immediately the neighbors known to have an interest in the matter and the person owning or harboring the animal of the hearing. The animal control authority shall preside at such hearing and permit the persons present to express their views with reference to the situation. The hearing may be continued from time to time, if necessary, by the animal control authority.
