No person shall carry on the business of plumbing within the city, make any connections
whatever with the water pipes, water mains, branch sewers, main sewers, drains or
other service pipes of the city, or make any repairs, additions or alterations of
any pipe, tap, stop cock, water closet or any other fixture connected with or designed
to be connected with the waterworks or sewerage system of the city without first having
obtained a license to do so pursuant to state law and in accordance with this article.
