§ 9-22. Enforcement and penalty.

(a)

No city permit shall be issued for a project for which environmental documents are required under this article until the entire environmental review procedures established by this article are completed.

(b)

Any person who violates any provision of this article is guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine not exceeding five hundred dollars ($500.00) or imprisonment for ninety (90) days or both. Each day that the violation is permitted to exist constitutes a separate offense.

(c)

No work shall commence and any work in progress shall cease on any project for which environmental documents are required under this article, until the environmental review procedures established by this article are fully complied with.
