§ 2.02. Boards and commissions.

There shall be no separate, independent administrative boards or commissions, except those required by law or established by the council. The council may establish boards, commissions, committees, task forces or other groups to advise the council regarding municipal activities, to investigate subjects of interest to the city, or to perform quasi-judicial functions.
