Persons discharging domestic or industrial wastes in accordance with the provisions
of this article shall be charged quarterly or monthly flat rate and a service charge
based on five (5) cost causative elements: flow, CBOD5, and suspended solids, NH3,
and TP. Revenue generated by service charges will be used for purposes of retiring
debt, operating, maintaining and replacing the city water pollution control facilities.
