§ 28-19. City may shut off at any time.

In case of fire or alarm of fire, the city may shut off the water to insure a supply for fire fighting. In making repairs to water mains or extending such main, the city may shut off the water from the municipal water system at any time and keep it off for as long as it is deemed necessary.
